SEXUAL HARASSMENT CLAIMS INCREASE BY 20%
ACCORDING TO CHRO ANNUAL REPORT
No doubt as a result of the #metoo movement, sexual harassment claims before the Connecticut Commission on Human Rights & Opportunities, (“CHRO”), increased 20% over the previous year in the fiscal year reported of July 1, 2018 to June 30, 2019.
The CHRO report provides a lot of valuable information regarding employment discrimination complaints reported in the four regional districts that comprise the CHRO, along with housing discrimination complaints.
For example, of the total complaints filed across the state, employment complaints represented 77% of the total complaints filed. Breaking it down by Basis and Type, claims alleging discrimination on the basis of sex represented the largest category of employment cases filed (647 versus total of 3791 employment cases filed).
The CHRO is also closing more cases. In 2018/2019, the agency closed 2089 cases versus 2001 in the prior fiscal year. Withdrawals of complaints with settlements have increased as part of that, which suggests that either the agency is more effectively using the mediation process or the parties are just more inclined to settle.
The new Case Assessment Review process which the CHRO uses to review cases has resulted in more cases being dismissed than in previous years. In 2018/2019, 434 claims, approximately 20% of all claims filed, were administratively dismissed.
